CASE STUDY: Advanced Solution for the Integrated
Nordic Balancing Market






Unicorn has been actively shaping the energy markets of Northern Europe for many years. Key projects that underline our role in this region include the delivery of various solutions for Fifty, a company jointly owned by the transmission system operators (TSOs) of Norway and Sweden. In addition to our work with Fifty, we also collaborate directly with the TSOs and with eSett, the entity responsible for imbalance settlement across the entire Nordic region.

The Beginning of Our Cooperation

Our story dates back to 2010, when four TSOs — Statnett (Norway), Svenska kraftnät(Sweden), Energinet (Denmark), and Fingrid (Finland) — started working on the concept of closer integration of balancing markets and transitioning to a 15-minute imbalance settlement period. Over the following years, this initiative evolved in line with emerging European legislation and became known as the Nordic Balancing Model.

A key milestone came in 2018, when Unicorn won an international tender to deliver solutions for Fifty, which was tasked with providing regional solutions for the joint balancing services market.

The selection reflected both the maturity of the Damas MMS platform and Unicorn’s previous experience with delivering complex market systems in the Nordic region.

For us, the Nordic market was far from unknown. We had already delivered solutions for four national markets in the region, and this experience and expertise supported our successful participation in the tender. A functional prototype of the Nordic MMS system was even developed during the tendering process.

Flexible Architecture as the Foundation of Stability

The first solution we delivered, Nordic MMS, is built on the second generation of our Damas MMS platform, a robust system we have been developing since 1999. Since its inception, the platform has undergone several generational upgrades to ensure its architecture and technical design meet evolving market demands. The system’s flexibility enabled the project to be implemented using a systematic approach, in close cooperation with the teams of individual TSOs.

During development, the project had to adapt to evolving requirements. The originally planned support for the aFRR product (automatic Frequency Restoration Reserve) was extended to include mFRR (manual Frequency Restoration Reserve), which required significant modifications to the system, particularly the generalisation of logic that had originally been designed for a single type of reserve. In parallel, the solution had to reflect the requirements of newly approved secondary legislation issued by the European regulator ACER, which differed in several respects from the initial assumptions. These changes necessitated adjustments even to parts of the application that were already close to completion.

The flexibility of the Damas MMS platform, combined with close cooperation between all involved parties, helped address these challenges and supported the successful implementation of the project.

System Implementation and Current Status

In 2021, the four national TSO markets transitioned to the unified Nordic MMS platform, although they initially remained separate. The following year, the markets were interconnected, creating a fully functional joint market for aFRR capacity. In 2023, the mFRR market was launched. Today, Nordic MMS is in routine operation, enabling the centralised procurement of balancing reserves across the entire region, taking into account transmission capacities between different areas and countries.

The system delivers benefits in operational efficiency, cost optimisation, and grid stability. It allows operators to procure capacities more effectively, improves operational reliability, and supports the parallel operation of multiple markets with different parameters and geographical scopes.

Measurable Benefits and Future Development

The economic performance of the joint market is continuously evaluated and published through NUCS, another system delivered by Unicorn, providing transparent insights into the operation of the integrated market.

The flexible architecture of the platform also supports ongoing expansion, for example, with the introduction of the FCR product (Frequency Containment Reserve). In the near future, a new clearing algorithm is expected to be introduced, enabling co-optimisation of balancing capacity markets with the spot electricity market. As both markets use the same limited transmission capacity, this algorithm is expected to support a more efficient allocation of available capacity.

Our cooperation with Fifty extends beyond the Nordic MMS system. In 2025, we successfully delivered two additional systems — Nordic Automation Platform and Nordic Pricing. More on this will follow in the second part of this case study.

Who is our customer

Fifty AS is a joint venture of Svenska Kraftnät and Statnett with the main goal of developing new tools to support the balancing of the power system. Statnett and Svenska Kraftnät have cooperated on the development of a joint balancing and market system since 2015. There is close cooperation with Fingrid and Energinet.
